Since 1913, Providence Animal Rescue League (PARL) has been a haven for hundreds of thousands of animals in need in the Providence area and beyond. PARL’s mission is to provide for the rescue and relief of suffering and homeless animals, and to perform charitable or benevolent acts for the welfare of animals.
In addition to vital intake, adoption, and animal care programs, PARL’s preventative vet care clinics, pet food pantry, and spay/neuter program serve thousands of pets each year.
PARL officially partnered with Providence Animal Control to form the Providence Pets Thrive Program (Thrive Program) in late 2023. With funding support through The Rhode Island Foundation, the Thrive Program will officially launch in February 2024.
This innovative and comprehensive program aims to improve the well-being of pets and their families by supporting the human-animal bond and helping to prevent separation or pet surrender.
The Thrive Program recognizes unique challenges faced by vulnerable and underserved community members with beloved family pets, and reduces barriers to care through various pay-what-you-can, low-cost, and no-cost services including spay/neuter procedures and required vaccinations.
Below is a list of community support programs and services we provide to families and how to access them:
Various clinics will be scheduled throughout the year and in various locations throughout Providence and surrounding areas, often paired with pet food pantry services.
Clinics may be designated for cats only or dogs only in order to reduce animal stress. Select clinics will offer select services at no-cost through the Providence Pets Thrive Program.

Beginning in February 2024, the Providence Pets Thrive Program will offer no-cost spay/neuter procedures for qualifying cats living in homes or in feral colonies. Appointments will be made through Providence Animal Control More information regarding the Thrive Program will be provided in February 2024 at www.parl.org/spay-neuter
In addition to the Thrive Program, PARL will continue to provide low-cost spay/neuter services by appointment only for cats and dogs in the care of local rescue groups and animal control agencies. Reduced-cost appointments for family pets will also be scheduled as available.

PARL’s Pet Food Pantry is available to anyone who needs assistance securing food, cat litter, and other pet care supplies for their beloved pet(s).
In addition to regular pantry hours at PARL, the Pet Food Pantry will also set up pop-up locations throughout Providence in 2024.

Please note that while we will always do our best to provide a wide selection, the Pet Food Pantry operates by donation only and may not always have wet/dry pet food, cat litter, and specific care supplies to distribute.
